Bishop Dr. WILLIAM YOUNG, JR. Ph.D.
BISHOP WILLIAM YOUNG, JR. was born on September 6, in Philadelphia, PA, to William and Jeanne.
Bishop Young received the baptism in Jesus’ name and received the gift of the Holy Ghost at a very early age, then began preaching God’s Word at the age of 12 years old. As a young man, he continued to seek the Lord for direction and HIS perfect will regarding the work of the ministry.
He advanced through the Willingboro public school system in Willingboro, NJ. Upon his graduation, he entered the Philadelphia Evangelistic Theological Seminaries where he received his Bachelors Degree, Doctorate of Divinity and Ph.D. in Theology.
In January 2005, the Lord directed Bishop to change the name of the local church to Refreshing Springs Family Worship Center.
On November 1, 1997, in Atlanta GA, Bishop Young, Jr. was consecrated to the Holy office of Bishop by the hand of his spiritual father, the late Honorable Bishop Robert Evans, Jr. Presently, Bishop Young is affiliated and serves as Bishop of Protocol in The Christian Covenant Fellowship of Ministries, Marion, SC, where Bishop Michael A. Blue is the presiding prelate. He serves as the Bishop of Protocol of the Word of Deliverance Ministries for the World, Int’l., Cincinnati, OH, where Bishop Bobbie Hilton presides. He also serves as the Chief of Staff of the Apostolic International University, headquartered in Columbus, OH. Bishop Young also taught 7th grade social studies, special education, and presently is a HS English teacher at an alternative school setting in the South Carolina public school system.

Bishop Young is the founder and director of the Power Outreach International Ministries. This ministry has allowed him to travel extensively throughout Nigeria, West Africa, where he organized 12 churches, and 2 churches in Gatwick London, England. He also travels throughout the USA, Canada, Virgin Islands, Hattie, Jamaica, West Indies, and other foreign lands, preaching and teaching the Word of God.
